Outcomes Of LREB Special Council Meeting Chaired By Dr. Beatrice Sabana At Ciala Resort, Kisumu On Friday 18th September, 2020.

The Chairlady Dr. Beatrice Sabana this morning chaired the LREB Council Meeting. At today’s sitting, the Council considered the economic and legal status of the bloc as well as the handover of the Council’s Chair position to Dr. Sabana by the immediate former Chair, Geoffrey Omulai.

The Council adopted the LREB Budget for financial year 2020/2021 that was tabled by the LREB Secretariat. The Council resolved that Member Counties immediately allocate funds to support the operations of the Secretariat for the period between September and December 2020. Member Counties are also required to allocate funds in their supplementary budgets for the financial year 2020/2021 in support of LREB’s Secretariat for the rest of the financial year.

The Council went on to resolve that the Summit needs assist in the sensitisation on the adoption and ratification of the LREB Bill, 2018 by Member Counties of Bomet, Bungoma, Kericho and Nandi. To that effect, a joint session of the Council with the Summit Members will be held to equally assist in the adoption of the bill by the aforementioned Counties.

It was a resolution of the Council as well that all Member Counties should strongly rally behind the efforts on the realization of the County Resource Development Bill, 2020 sponsored by Sen. Rose Nyamunga that is currently at the Senate for 2nd Reading. The Council therefore in cooperation with the County Attorneys will rally their Senators, County Assemblies and Constituents towards the sensitisation aimed at achieving the codification of the County Resource Development Bill, 2018.

The Council further went on to resolve that the LREB COVID-19 Committee of Eminent Persons on Resource Optimisation should scale up the interventions in mitigating the impacts of the pandemic to include Socio-Economic recovery. Member Counties with low Covid-19 infections are also required to assist hardest hit Counties like like Busia with with resources, hence leveraging on economies of scale.

The Council concluded their deliberations by resolving that that Member Counties should support the LREB COVID-19 Committee of Eminent Persons on Resource Optimisation to their counties with transportation, testing reagents, laboratory equipment, beds, PPEs and all implements needed in the smooth operation of their mandate.
